VLE Anghrija’s Aadhaar Centre: Hope of the Citizens in Siliguri

The VLE Anghrija Basu Bhattacharya is running CSC Centre in Siliguri Municipal Corporation in Darjeeling District, West Bengal. Her center is in Siliguri Mahakuma Parishad (Zilla Parishad) building. The most popular service for which her center is reckoned with is Aadhaar.

VLE Anghrija Basu conducted many Aadhaar camps for pensioners in her area especially in Allahabad bank, United Bank of India and Bank of Baroda. On 15th May, she conducted Aadhaar campaign at army camp- 33 Core HQ Sukna in Mahananda Wildlife Sanctuary, where 100 mobile uploads and enrolments done.

She started Aadhaar work in August, 2016. Initially she had no operator. With one station id, she did enrolment. From the day one of the opening, due to the best services she got a huge response from public though so many other agencies are already there. People stand in a queue from 5.30 am in the morning to get verify or enroll for Aadhaar. Every day near about 200 people come to her CSC for AADHAR service, be it new enrolment, correction, child enrolment or mobile update, PVC card print, checking of Aadhaar status.

Aadhaar has benefited large numbers of citizens, mainly in rural areas especially for students, pensioners, ration card holders, MGNREGA workers, persons who receive benefit/ subsidy from government, etc.

Keeping in mind such things, one of our vle Mr.Pramod Shantaram Naik has done great work as he enrolled one of patient named Mr.Ganpat Dattatray Degvekar from Banda, district Sindhudurg who is on bed since from last 5 years due to major accident. He has done excellent work in Aadhaar in rural areas like Kalambist, Amboli, Karivade, Sangeli & Sawantwadi. He enrolled more than 1000 peoples form rural areas.He is doing very excellent work in aadhaar in rural areas as many peoples are getting government benefits due to their aadhaar generation.



1. As per the latest directions of the Honorable Supreme Court, it will be mandatory for all the mobile subscribers in India to link their Aadhaar number with their respective mobile numbers within one year without fail. This brings in a huge opportunity for the VLEs to get them on board themselves for UCL service with CSC SPV and start doing mobile updates of the residents in their area. Please reach to your nearest CSC Coordinator to activate the UCL service.

2. Honorable Supreme Court of India backed up the Government of India’s decision that Aadhaar is mandatory for all.


Opportunity for VLEs who have UCL: To update the mobile number for GST Registration

The GST Common Portal prompts the taxpayer to enter the Aadhaar number of the Authorized Signatory. After validating the Aadhaar Number, the GST Common Portal sends a request to UIDAI system to send an OTP. UIDAI system sends an OTP to e-mail address and mobile number registered against Aadhaar number. The GST System prompts the taxpayer to enter the OTP. The taxpayer enters the OTP and submits the Enrolment Application or the document. Because of the same residents who are tax payers/GST Applicant and needs to update their mobile number to migrate to GST Platform. VLEs are requested to use UCL service and if at all the there is some issue with the connectivity then use the offline ECMP client to do the update and immediately upload the packet.


UIDAI Notifications

1. Packet must be uploaded within 5 days of enrollment
We request all VLEs to Upload packets to CIDR regularly without fail. As per UIDAI mandate effective from 1st June 2017 onwards, if there is any “Un-Uploaded” packet which is “greater than 5 days” then that Client/enrolment station will get freeze.

2. Regarding Operator addition (Credential generation):
As Per UIDAI Guidelines UIDAI have disabled admin rights of Enrolment Agency to associate (add) operator. Operator can now get associated to enrollment agency only through RO’s. Now RO will be adding operator to enrolment agency in admin portal, so it will take some time to add an Operator. Your cooperation is required for continuous flow of services.

3. On imposing of penalty @ Rs 50000 & Rs 100000/- per corruption cases

It has been decided by UIDAI to impose a fine for every incident of corruption like charging money or promoting touts etc,

  1. The penalty for overcharging or any malpractice being done at any enrolment centre has been increased from Rs 10,000 to Rs 50,000 per case reported.
  2. Due to various cases of bypassing the operator biometric capture being reported, UIDAI has decided to impose a penalty of Rs 100,000 per enrolment station found to be bypassing the operator biometric.
